				<content:encoded><![CDATA[<p>The imports of used cars are racing up to their highest levels in almost five years, the best since the global financial crisis hit.</p>
<p>The demand for used cars and vans is being driven in part by the Canterbury rebuild, and imports are becoming more attractive because of a strong New Zealand dollar, especially against the Japanese yen.</p>
<p>The strong figures for used vehicles follow hot on the heels of new-car sales figures out last week, which were at the highest levels for 30 years.</p>
<p>Figures issued yesterday by the Motor Trade Association showed used imported commercial vehicles, particularly vans, sold strongly during April, with sales numbers of 433, up 88 per cent on the same month last year.</p>
<p>The MTA figures reiterate strong sales in new commercial vehicles, which in April were the highest recorded for 30 years.</p>
<p>Brendan Foot Motors principal dealer Matthew Foot said he was aware that the price of imported cars was coming down due to the strength of the kiwi.</p>
<p>Dealers had looked to capitalise on the Christchurch rebuild, he said.</p>
<p>&#8220;I think there are a lot of dealers who have perceived there is actually a requirement for used commercials and with Christchurch there is a demand, especially in the South Island, that will be driving that.&#8221;</p>
<p>The most popular imported used commercial vehicles were petrol-powered vans, the report said.</p>
<p>MTA spokesman Ian Stronach said the buoyant April figures were not surprising given the strength of the New Zealand currency against the Japanese yen.</p>
<p>&#8220;Factor in a larger number of vehicles that meet our emissions requirements, and you have an attractive mix for buyers.&#8221;</p>
<p>Last week, MTA chief executive David Crawford said commercial vehicle sales had continued their recent upward trend.</p>
<p>&#8220;The commercial vehicle market remains strong, and well up on the levels of sales pre the global financial crisis.&#8221;</p>
<p>MTA&#8217;s report also showed the number of used cars entering New Zealand last month was the highest since January 2008.</p>
<p>A total of 7418 used cars were sold during April, a 25 per cent increase on the same month a year ago.</p>
<p>The <a title="New Suzuki Swift" href="http://www.batfa.com/newcar-suzukinewswift.htm" target="_blank">Suzuki Swift</a> was the most popular used car with customers in April, with 351 units sold.</p>
<p>Stronach said the influx of used imported car stock brought more choice to consumers.</p>
<p>&#8220;There are a lot of vehicles looking for a buyer.&#8221;</p>

<p>From April 29, 2013, light commercial vehicles up to 3.5 tonnes will come into scope of ECWVTA, requiring additional approval for any modifications made to them.</p>
<p>Almost all panel vans will have some modification to equip them for service, whether it is ply-lining, racking, lamp beacons or side-steps, and the British Vehicle Rental and Leasing Association is concerned that each vehicle would have to be individually re-inspected, tested and approved.</p>
<p>At the BVRLA’s recent Technical and Operational Management Forum, the Vehicle Certification Agency (VCA) presented details of a ‘light touch’ approval scheme for the more common vehicle modifications, to reduce the burden on fleets, test centres and inspectors.</p>
<p>The VCA has agreed to continue to work with the BVRLA to identify, agree and publish a list of modifications that would be seen as having no impact on a vehicle’s original type approval.</p>
<p>However, says the BVRLA, there is still a great deal of uncertainty as to what modifications could be ‘blanket approved’. There are also worries that converters and body-builders will require a thorough understanding of the scope of new type approval for vans and the impact of any modifications.</p>
<p>‘Our members are already planning for fleet requirements well into 2013 so we are working closely with the VCA and with VOSA, who will police the regulations, to avoid delays or additional costs from rising next year,’ said BVRLA chief executive John Lewis.</p>
<p>‘While the VCA’s ‘light touch’ proposal is a step in the right direction, there are still too many unanswered questions and we are very concerned that the system will not be able to cope with this potential new surge in type approval testing.</p>
<p>This could have a major effect on lead times for fleet van operators, who need to get to grips with the potential time and cost implications involved.</p>

<p>With local policy aimed at making Pakistan a favourable trading country, rather than a manufacturing one, the significant inflow of used cars into Pakistan has, in the past, constricted the local automotive industry. This may be about to change, however, following a decision by the country’s Economic Coordination Committee (ECC).</p>
<p>The ECC has decided to reduce the age limit of <a href="http://www.batfa.com/" target="_blank">used car imports</a> into Pakistan to three years, from the previous limit of five years, according to The News International. This directive will come into effect on 15 December 2012.</p>
<p>The Economic Coordination Committee is a cabinet-level body responsible for final decisions pertaining to Pakistan’s economy. Set up under the Chairmanship of the country’s Central Finance Minister, the committee comprises ministers in charge of the country’s economic ministries.</p>
<p>This decision has drawn mixed reactions from the various automotive industry bodies in Pakistan. The Pakistan Automotive Manufacturers Association (PAMA) has welcomed this decision, as it favours local vehicle manufacturers. The association’s Chairman, Parvez Ghias, feels that this move is in the greater national interest.</p>
<p>The All Pakistan Motor Dealers Association (APMDA), on the other hand, has called this move unfair and unjust, as it is a setback to the import of used cars. Chairman HM Shahzad says this cut in age limit, along with the depreciation policy in force at present, will push the prices of cars significantly.</p>
<p>Earlier, Daily Times, citing industry experts, said the government lost nearly Pakistani Rs16.5bn (US$171.79m) due to the import of 55,000 vehicles. Around US$371m were reportedly spent on the import of used cars last year. According to Shahzad, though, this move to restrict import of used cars into Pakistan will result in a Pakistani Rs32bn loss to national exchequers.</p>
<p>Imports of used cars into Pakistan are permitted for Pakistani citizens who work or stay overseas. Imports are allowed under the specific schemes, including the transfer of residency scheme, personal baggage scheme, and gift scheme. Used cars cannot be imported for commercial purposes. This, however, is only on paper, as agencies buy the right to import a used car from overseas-based Pakistanis, and import cars for commercial purposes.</p>
<p>According to a report published last January by the Engineering Development Board, under the Ministry of Industries and Production, there are two key issues involved in restricting the import of used cars into Pakistan. The first is the age of used cars, or the year of manufacture, and the second, the depreciation allowance, or discount rate, for import tariff.</p>
<p>In 2005-06, the government relaxed import restrictions to three years after production, from the two years it had suggested earlier. The Depreciation allowance, or discount rate for import tariff, was also eased from 1% to 2%. The following financial year (2006-07), the government further relaxed the age limit for used car imports to five years after manufacture, from three the previous year.</p>
<p>In 2008-09, owing to a drop in demand for locally-built cars, the government tightened its policy, cutting the limit down to three years, with a depreciation allowance back at 1%. This lack of consistency continued, when in fiscal year 2010, the government pushed the limit back to five years, in a move aimed at forcing local assemblers of cars to cut their prices.</p>
<p>Following this relaxation in the age of used car imports, a total of 56,000 used cars were imported in fiscal year 2012, compared with just 20,000 units in the previous financial year. The easing of the limit flooded the market with cheap imports, and consequently, sales of locally assembled vehicles fell sharply by 31% in the first four months of the current financial year, down to 40,000 units. This figure compared with 59,000 units sold in the corresponding four-month period a year earlier.</p>
<p>However, the used car segment is not the only factor hampering the industry. The market size is still small, and this is a fundamental problem for the development of the country’s automotive industry. The low demand for cars has led to overcapacity in Pakistan.</p>
<p>The report stated that there were more than 100 vehicle assemblers in the country. These companies assemble cars, buses, trucks, two- and three-wheelers and tractors. The number of automotive parts manufacturers, however, totals approximately 1,700.</p>
<p><a href="http://www.batfa.com/" target="_blank">Japanese companies</a> lead the list of vehicle assemblers in Pakistan, while local companies form the bulk of the country’s parts manufacturers. This is compounded by a weakness in terms of manufacturing systems and technology in the supply industry, which the report attributes to a lack of competition brought on by localisation requirements.</p>

<p id="h19960-p5">Rick Lowe, a director and operations manager at Nassau Motor Company (NMC), the Honda and Chevrolet dealer, told this newspaper: “Separate to my personal position, the BDMA has petitioned successive governments on this matter, the suggestion being that the older cars are less environmentally friendly compared to the new products.</p>
<p id="h19960-p6">“Other countries in the region have restricted the age limit. For example, people importing a 2000 model car, which is already 12 years old cannot, happen in some of the neighbouring counties.</p>
<p id="h19960-p7">“The environmental factor is important, but how do you tell a consumer how to spend their income. The BMDA’s position is that an age limit should be enforced. I don’t see how the Government could put in policies preventing Bahamians from buying what they want to buy unless it’s causing harm to someone else. By that I mean the environmental harm. That may be a ground for the Government to consider, but all things being equal I don’t see how they could implement a policy to prevent me or you spending our money how we want to.”</p>
<p id="h19960-p8">Mr Lowe’s comments follow those of Andrew Barr, Friendly Ford’s sales manager, who told Tribune Business that the Government should look to enact legislation banning the importation of vehicles more than five years-old.</p>
<p id="h19960-p9">Jay Allen, proprietor of Jay Allen Auto Sales, backed that position but also felt the Government would not look to implement such a policy. “We live in a small country and it’s not good to have all these kinds of cars in the market,” he said.</p>
<p id="h19960-p10">“The market is already saturated as it is. That’s what’s making the business so fraught right now. If the Government would put some restriction on the type of cars and the year, that would make a difference. It would protect the consumers from getting ripped of as well.</p>
<p id="h19960-p11">“I would support some kind of regulation on imports. I understand, however, that the Government is looking to make their revenue. I’m not sure that the Government would actually go ahead and implement restrictions though,” said Mr Allen, who imports primarily American-made cars and not Japanese models.</p>
<p id="h19960-p12">Larry Albury, general manager at Freeport Jet Wash Auto Mart, told Tribune Business that the Japanese import issue was something the Government should look at, noting that many consumers were being left with <a href="http://www.samuraimotors.com/" target="_blank">cheap Japanese autos</a> that are difficult to obtain parts for.</p>
<p id="h19960-p13">“Everybody needs transportation to get around. There are different cost brackets, but that’s something that needs to be looked at,” Mr Albury said.</p>
<p id="h19960-p14">“If we are going to allow used vehicles in, then it has to be from a source like North America, which we are closer to so we can stock parts for these cars. We see more and more Japanese imports coming in. People are buying these cars and when they break down they have a hard time finding parts for them, and I hate to see people getting in that situation but it happens every day.”</p>

<p>Extending the buyback protection portion of the certified pre owned program from Mazda is a good thing for car buyers with less than perfect credit</p>
<p><strong>Program improvement</strong></p>
<p>Although not as far reaching as the recent changes announced by both Volkswagen and Chrysler, the improvements made to the Japanese manufacturer’s certified used car program mean that used car buyers with credit problems can now shop with greater confidence at <a href="http://www.batfa.com/new-mazda.htm" target="_blank">Mazda new car dealers</a>.</p>
<p>We think that’s a good thing here at Auto Credit Express where, for over two decades, we’ve been helping car buyers with bad credit locate dealers that can arrange for approved auto loans.</p>
<p><strong>Used car choices</strong></p>
<p>In most cases these high-risk loans will be used to finance cars because they’re more affordable. This market is growing and, because of this, car manufacturers have created an entirely new category of used cars that falls between regular used cars and new cars.</p>
<p><strong>Certified used cars</strong></p>
<p>Officially known as certified pre owned (CPO for short), most certified used car programs work something like this: Vehicles must meet and pass certain age, mileage and inspection requirements. Following the required replacement of specific worn, broken or defective parts, dealers can then sell them – usually at a premium price because of the costs involved – with a manufacturer-backed extended warranty (in reality a service contract).</p>
<p>What is and is not covered, and for how long, varies widely depending on the manufacturer and Mazda recently announced some enhancements their CPO program.</p>
<p><a href="http://www.samuraimotors.com/" target="_blank"><strong>Mazda certified used cars</strong></a></p>
<p>Late last week, Mazda announced that it had renewed its agreement with Experian Automotive as the exclusive provider of vehicle history reports – Experian calls theirs AutoCheck reports – to its certified used car program. In addition, all Mazda certified used cars will now come with a three year AutoCheck Buyback Protection program.</p>
<p>Specifically, “if a certain title brand is found after the vehicle is reported to be free of the brand. The AutoCheck Buyback Protection program covers what the customer paid for the vehicle (up to 110 percent of the NADAguides.com published retail value)” along with additional protection that could cover up to $500 in aftermarket accessories.</p>
<p><strong>Affordable used cars</strong></p>
<p>It also helps that there are a number of affordable Mazda used cars that could fit the budgets of buyers with credit problems – namely, the Mazda2 subcompact, Mazda3 compact and Mazda5 compact minivan.</p>
<p><strong>The Bottom Line</strong></p>
<p>By extending the buyback protection program, Mazda has given all used car buyers – even those with low FICO scores – greater peace of mind when choosing certified used cars from one of their franchised new car dealers, which is always a good thing.</p>

<p>Used car prices continue to move higher across Canada despite stronger-than-expected sales of new vehicles in 2012, a report by Scotiabank says.</p>
<p>The improvement reflects a 4 per cent increase in purchases of <a href="http://www.batfa.com/usedvehicle.htm" target="_blank">pre-owned models</a> so far this year, as well as the dwindling supply of these vehicles.</p>
<p>Canadian used-car prices have been rising since 2009 just before the start of the global economic recovery.</p>
<p>In contrast, new vehicle prices in Canada have been flat since 2010 as automakers have enhanced incentives over the past two years to spur sales.</p>
<p>The net result is Canadian used car prices are at record highs relative to the price of new models, the report released Thursday said.</p>
<p>The supply shortfall is the direct result of a plunge in fleet and leasing volumes since 2008. New vehicle leases in Canada slumped to only 180,000 units in 2009 and while they have edged higher in recent years, lease volumes still remain 40 per cent below the average of the previous decade.</p>
<p>In addition, fleet purchases of new cars and light trucks have averaged less than 200,000 units annually since 2009 — nearly 100,000 units below the average of the previous 10 years.</p>
<p>Meanwhile, growth in global car sales stalled in September with volumes unchanged from a year ago.</p>
<p>The slowdown reflects a sharp falloff in sales of Japanese models in China due to a territorial dispute between Beijing and Tokyo over two uninhabited islands in the East China Sea and further deterioration in Western Europe, especially Spain.</p>
<p>Excluding these regions, purchases advanced a solid 6 per cent, year over year, driven by double-digit increases in North America and Russia.</p>
<p>More recent data for October indicate that U.S. passenger vehicle sales remained healthy despite the impact of Hurricane Sandy, which reduced overall volumes by an annualized 300,000 units.</p>
<p>U.S. purchases totalled an annualized 14.2 million units last month, in line with the year-to-date average. However, a sales acceleration is likely in coming months as U.S. consumer confidence is currently at the highest level since February 2008. The number of Americans planning to buy a new vehicle is also at the highest level since the tech bubble of the late 1990s.</p>
<p>In addition, replacement demand will be boosted by the significant number of vehicles that were damaged by flood waters from Hurricane Sandy.</p>
<p>New vehicle sales in Canada accelerated to an 8 per cent increase, year over year, last month, climbing to a record high for the month of October. Purchases jumped back above an annualized 1.70 million units for the first time since May.</p>
<p>The improvement reflects a further increase in incentives to clear out the 2012 models, as well as the introduction of popular <a href="http://www.batfa.com/newvehicles.html" target="_blank">new fuel-efficient vehicles</a>. In particular, car sales advanced 16 per cent, year over year, last month, while truck purchases were largely flat.</p>

<p>It’s relatively easy to decide on what brand-new car to buy. You only have to consider your needs, your wants, and your budget (to buy and properly maintain the vehicle). Where the three intersect, that’s where your brand-spanking new car awaits.</p>
<p>But choosing a used car is a completely different story, one that entails a vastly more complex set of factors.</p>
<p>In buying a second-hand car, you not only have to consider your wants, needs, and financial capacity. First and foremost, you have to know the history of the car you’ve taken a keen interest on.</p>
<p>But how can you, an ordinary motorist with just the barest of skills in car maintenance and troubleshooting, ascertain the true history of a used car? Used car dealers will do what they have to do to make that sale—including making cosmetic touches here and there to take your attention away from underlying structural or functional damages or weaknesses.</p>
<p>A car that looks smooth and clean on the outside should, as a matter of principle, work just as well on the inside, right? Unfortunately, this isn’t always the case in the second-hand vehicle business. There’s that fine line that sellers and buyers share, and you, as the buyer, must possess some forensic and investigative skills not unlike those of the lead characters of the hit TV series “CSI” to be able to uncover that line and be able to strike a deal that leaves both you and the seller wearing that winning smile in the end.</p>
<p>Such skills are the tools of the trade of professional vehicle assessors. Inquirer Motoring got to pick the brains of one of the rare “next-level” assessors, Peter B. Robosa. Robosa is currently in charge of the sales training section of the customer relations department of Toyota Motor Philippines.</p>
<p>Prior to the introduction of the <a href="http://www.batfa.com/usedvehicles-toyota-stock.html" target="_blank">Toyota Certified Pre-Owned Vehicles</a> Program (TCPOV), Robosa, along with three other assessors, underwent an intensive 8-week training under Japanese vehicle assessment expert Kenji Utsunomiya. Today, an integral part of Robosa mission is to cascade his knowledge and expertise to other Toyota dealers that would adopt the TCPOV.</p>
<p>Inquirer Motoring went with Robosa and his student-trainees (from various dealerships) as he inspected a couple of used cars being sold in the vicinity of Makati and Mandaluyong.</p>
<p>During these inspections, Inquirer Motoring noticed eight patterns of checking:</p>
<p>1.) Pillars were the first to be looked into. Robosa said he was looking and feeling for tell-tale signs of structural damage, or if the structural integrity had been compromised. The pillars section is part of his 203-point frame inspection check.</p>
<p>“This is perhaps the most important criteria in determining the overall quality of the used car. This is how we will determine if the vehicle has no damage, or if it is an ‘accident car’ (the term used for vehicles with frame damage),” stressed Robosa.</p>
<p>Professionally trained vehicle assessors like Robosa can identify if a vehicle has a damaged frame, and even determine (the damages) in three levels (light, medium and heavy).</p>
<p>“As to the clues, just by looking outside the vehicle you may already be given a hint if a vehicle may have frame damage. Determining the level of damage, however, needs specialized assessment training,” he said.</p>
<p>“One should also pay careful attention to replaced parts in front of the vehicle, this may be a sign of damage to frame. Brand-new headlights in an old vehicle may mean something,” he added.</p>
<p>2.) Interior and exterior. After checking the frame, Robosa felt the vehicle interior’s ceiling more often than any other part of the interior. He explained, “poor vehicle interior quality will also affect the overall quality of a used car.”</p>
<p>Robosa explained that for the TCPOV assessors, touching is the primary method to determine if an exterior panel had been replaced and/or repaired or repainted.</p>
<p>“Unlike the conventional form of evaluation wherein used car buyers use the katok method (knocking) to determine if a panel has been repainted or not, Toyota assessors use visual and feel (touch) to identify such repairs.”</p>
<p>3.) High and low mileage. Robosa then checked the vehicles’ trip meters and odometers. As much as possible, he stressed, avoid vehicles with high mileage, and be particularly wary of vehicles that have logged in more than 120,000 km. The vehicles’ age is also seriously factored in, where the magic number here is seven, meaning, at the age of 7 and older (the age starts after the year of first registration), the vehicle’s age is already a cause for concern.</p>
<p>Old vehicles with a surprisingly low mileage, meanwhile, can be a sign of a tampered odometer. But there are exceptions. “Check the interior, if it looks overused but the mileage is low, then that is quite suspicious,” Robosa advised.</p>
<p>4.) Robosa then circled the vehicles, and looked at the exterior panels once more. Poorly repaired exterior panels greatly decrease their value. Avoid buying such cars, he said.</p>
<p>5.) Then Robosa went down and peered under the car. Look out for leaks in the engine bay and underneath the vehicle, he noted.</p>
<p>6.) Then it was time to start the engines and take the vehicle out for a short drive. At this stage, Robosa instructed, listen for unusual engine and underchassis noises, and be on the lookout for malfunctioning electrical equipment.</p>
<p>7.) Document checks were next. Robosa said buyers should pay special attention to the vehicle’s documentation history. Any questionable papers should be verified (the information on the Certificate of Registration and Official Receipt should match the information on the actual vehicle). Vehicles being sold in Metro Manila but was registered in distant provinces should also be verified. Make sure the frame and engine numbers are not tampered with.</p>
<p>8.) Flood victim? One most undesirable long-term aftermath of the nightmarish Tropical Storm “Ondoy” in 2009 has been the proliferation of flooded vehicles in the used car market. Such flooded vehicles—not only from Ondoy but from an increasing number of superstorms of late—are potential drains of future owners’ finances.</p>
<p>Robosa admitted that flooded vehicles are sometimes difficult to identify as they may have been repaired extensively by the owner or dealer.</p>
<p>Robosa did reveal three tell-tale signs of a flood-submerged vehicle: odor, mud/molds and rust. “Look for the evidences in hard-to-clean areas. A thoroughly cleaned flooded vehicle will still leave clues. You might see rust on the bottom of the seats (a replaced seat may be another clue); traces of mud on the far end of the seatbelts; extensive rust underneath the dashboard panel (viewed from inside the vehicle) and other hard-to-reach areas where mud/molds can be found.”</p>
<p>The TCPOV program’s 203-point check system is used to determine the overall quality of a used car versus a defined standard vehicle condition. The four vehicle areas that undergo this inspection are the frame, interior, exterior and engine/systems.</p>
<p>An iPhone application, which Robosa used during his inspection routines, is exclusive to the TCPOV program. He said that this application is a first in the Philippines, and is used to provide an accurate evaluation of used cars. It is now also being used in China, Thailand and India for the <a href="http://www.samuraimotors.com/" target="_blank">Toyota Used Car</a> business.</p>
